This preference dialog is activated through Edit/Preferences/Browser
When you just install ClearBoard, it tries to detect your default browser for you. If your browser is installed in standard locations, it will detect your browser correctly. If ClearBoard cannot find your browser, you may simply type the path to your browser or click the Choose button and select your browser from your system folders.
